Declaring cash and jewellery you take into Ukraine is mandatory. Foreigners can freely bring money without a special permission if it doesn't exceed $10,000. You should keep the declaration form until the departure. According to the Ukrainian law, a foreign traveller may take out a maximum of $3,000 in cash or the declared amount when leaving the country. The excess or undeclared cash can be confiscated by customs officers.
For amounts of over $10,000 you will need a special permission (license) from the National Bank of Ukraine after arrival in the country. In this case, Ukrainian Customs will keep the money and give you a receipt. To apply for the license, you'll need to submit the following package to the Kiev office of the National Bank:

A written request for license;

A copy of the filled-out customs declaration;

A copy of the receipt issued by the Customs House, which is keeping the cash;

A copy of the document issued by the bank, from which the money was withdrawn;

A copy of your passport;

The process can take up to several days. Customs house will return the funds when you obtain the license.
Precious metals weighing less than 500 g (per traveller regardless of age) can be imported to Ukraine if declared. To import more than 500 g of precious metals you will need a license from the National Bank of Ukraine following the same procedure above.
